Latest on Parks Vic, Boating zones,and rules - all you ever needed to know.....

Due to the number of ongoing of requests from members and non-members for clarification on the boating zones in and arond Melbourne and where exactly the 5 knot rule applies, we have created a panel that inks to the relevant information on the Parks Victoria web site. The Kiting in Victoria panel is positioned just below the KBV Quick Links panel on the right of the home page.

It is important to remember that Parks Victoria are responsible for managing the waters (not the beaches which fall under the local cuncils) around Victoria. Parks Vic also works with a number of other agencies including the Fisheries Board, Maritime Safety, Water Police, EPA etc.

Parks Victoria has recently simplified how the waterways are zoned in and around Melbourne. There are now just 4 zones:

  • 1) Boating only - swimming is not permitted in this zone.
  • 2) Swimming only - all vessels including personal watercraft, powered and non power vessels are not permitted in this zone.
  • 3) Shared Wind Sport Area - this zone provides an area for kite boarding, sail boarding and other wind based boating which may exceed 5 knots except within 50m proximity to other vessels and swimmers. Other vessels are permitted in this area.
  • 4) 200m from shore - Swimming and boating are permitted within 200m of the shore subject to defined areas above. All vessels must adhere to 5 knot speed limit within 200m of the shore and within 50m of swimmers.

Kitesurfers an windsufers are classified as a 'boats' under Park Victria's definition. Therefore we can kite/surf in zones 1, 3 and 4.

Parks Victoria is currently rolling out these new zones across all waterways. This is being done in phases due to logistics around signage, erection of new beacons, etc. The links are to Parks Victoria maps which illustrate the zones.

- Phase 1: Port Melbourne to St Kilda (Implemented)

Petition to ban kiting at Dog Beach Altona

In relation to a recent posting on Seabreeze regarding Petition to ban kiting at Dog Beach Altona KBV has been in contact with Parks Victoria and the City of Port Phillip in relation to Altona Beach and the petition on beach use.

We have been asked By Parks Victoria to formally remind our members and broader community of our commitments at Altona beach. Please see below excerpt from a mail we have received:

"Is it possible to let your members know that this area is becoming an issue and that if they are operating in the area to ensure that the 5 knot ruling is adhered to at all times within 200m of the shore and 50m within a swimmer? Any assistance in communicating this issue would be greatly appreciated."

KBV understands that the vast majority of kiters not just at Altona but across Victoria are safe kiters and abide by the local rules. KBV does not wish to debate the rights and wrongs of this particular incident on this public forum. We have noted the comments here and are speaking with representatives accordingly. If there is anything else people would like us to take note of - please contact us directly.

We all must remember to stay vigilant and to stay consistent to these rules at all times - now more than ever. This applies to Altona but also any other locations where local residents and kiters mix. We have more kiters than ever before in Victoria, all of different levels of experience and attitude. We need to continue to speak with each other if we see the wrong behaviour at the beach. We need to keep dialogue open on the beach between ourselves if we are truly passionate about keeping our beaches open and safe for everyone (not just kiters). More often than not, it's a simple case of absent- mindness or lack of local knowledge.

KBV represenst for all kiters, members and non-members, on these issues so please do reach out to us. We are actively working behind the scenes on beach access. Quite a lot has been done this year at Westbeach and new/refreshed procedures are set to be announced by KBV and Council shortly. We will continue to work hard with representatives at Altona beach but need everyone's support to make this work.

Please take note of above message from our local councils so that this issue does not escalate any further.
